Dr Eileen Marshall
Dr Eileen Marshall CBE worked as a stockbroker in the City before becoming a senior lecturer in industrial economics at the University of Birmingham. She taught a variety of courses including financial and regulatory economics.
She was appointed Director of Regulation and Business Affairs at the Office of Electricity Regulation (OFFER) in 1989, and in 1994 she transferred to the Office of Gas Supply(OFGAS) as Chief Economic Adviser and later Deputy Director General. From autumn 1997, as well as her gas responsibilities, she also worked for OFFER and led the review of electricity trading arrangements which eventually liberalised wholesale electricity markets. In January 1998, she was awarded the CBE for her contributions to regulatory policy.
When the gas and electricity regulatory offices were merged in 1999, as the Office of Gas and Electricity Markets, she became a Managing Director and a member of the Gas and Electricity Markets Authority, with particular responsibility for competition and trading arrangements, until she left Ofgem in 2003.
Dr Marshall now works as an independent consultant.
